Vladimir Jefferson was born in Houston, Texas on October 21, 1950, to Naomi L. Jefferson. He went to live with his Aunt Doris in Houston, Texas in 1954. He and his aunt Doris later relocated to San Francisco, California and later moved to the city of Los Angeles in Southern California where Vladimir was raised up by Doris with his 4 cousins: Deborah, Donald, Derrell, and Diane Christy until moving out on his own after high school.

Vladimir attended Walton Junior High School and Compton Senior High School. He was on the School Varsity Tennis Team at Compton Sr. High School. He was an excellent student and went on to graduate from Compton Senior High School, Compton Community College, and California State Dominguez Hills University. He achieved diplomas and degrees at each learning institution. Vladimir accepted Christ at an early age. He was married for a short time to Betty Jefferson. 

Vladimir was employed at the City of Compton as a Senior Economic Development Specialist and Development Division Supervisor. Vladimir was directly responsible for providing management advisory assistance to local businesses, from startups to seasoned midsize companies. He retired from the City of Compton in 2010. Vladimir served on many committees, boards, and councils. He achieved countless awards and accolades throughout his life, and all achievements were for Outstanding Service. 

Vladimir dedicated his life to giving of himself helping when and wherever he was able. He was committed to helping people excel in their life through education and hard work. A statement in a sermon given by Dr. Martin Luther King at Ebenezer Baptist Church paraphrased from "The Drum Major Instinct": "I'd like somebody to mention that I tried to give my life serving others." This is what Vladimir Jefferson dedicated his life to. 

In his leisure time, he enjoyed attending family holiday dinners, spending time with family and friends. He loved to debate different subjects in conversation. He took pride in disseminating information, conducting research, and investigation on all things pertaining to education. He dedicated his life to helping people become informed on matters of business and economics.

Vladimir was a loving nephew and cousin. He was a son, a brother, a friend, a husband, a mentor, and a bright shining light to many and he will be greatly missed.
